CANADA AND THE NAVY.

Borden, Minister of Dc. fence, speaking at Ottawa, said before Canada contributed to the British Navy, she hud a right to receive representation on an Imperial Council, possessing power to declare war and aud delerniiue the action of warships. Personally he thought it was belter for Canada to provide the largest share of laud defence, leaving the naval defence to Britain. Monroeism meant that Canada was safe from foreign aggrcs. sfon. Professor Lcacocks, amidst cbocra, stated that Cauadiaus ought to pay dollar for dollar with the people of England towards the Navy.
