BOROUGH FAVORITISM.
TO THE lIHTOB. Sn:, -Your report of the Borough Council meeting is alarming. A servant of the Council took proceedings against two Councillors for having horses at large ,in the streets [of the Borough, and the Magistrate convicted them—just as if they had been common people—and yet these two only got one other Councillor to side with them out of the whole Council Then again, the Council authorised its dog tax collector to take proceedings against owners of unregistered dogs on Ist March—a thing that the Councillors have always refused to do for fear of being themselves summoned, or having their friends summoned. If this goes on, our streets will perhaps become decent and get cleared from wandering horses, and (here will be no need of the dog poisoner going to work except to poison country settlers' dogs and other dogs, whether registered or not, that may continue to make the streets their homes by night and day. The next thing may be that the rates may be collected and sued for promptly after they are struck, although they may be owing by Councillors and their friends. Yours, ect., A'iuiiant
