TREATMENT OF THE CHINESE QUESTION. " SCANDALOUS AND DISGRACEFUL." LoNDOx, February 21. Sir H. Cauipbell-Bannernian, in a letter to the London correspondent of the Novoe Vremya, says he will remain in the future, as in the past, a sincere advocate of the best relations between Great Britain and Russia. Mr A. J. Balfour, speaking in the City, said the behaviour of Government supporters during the elections over the Chinese question was the most scandalous and disgraceful episode in ]K>litical history. Foreigners certainly regard it as a specimen of Brittamc canting and hypocrisy. It was shaiueful, for motives of mere expediency, to cast undeserved reflections on colonists. The opinions in his letter of the 11th were the same as those expressed in his speech in the City on the iStli, and his utterances at Leeds and elsewhere before the elections. Mr Austin Tailor lias joined the Liberals owing to Mr Balfour's letter of the 14th. (Mr Taylor is member for the East 'loxtetli Divisiou of Liverpool.)
