The "Times " Johannesburg correal>ondent states that the pronouncement in Hetvolk's organ is attributed to London] inspiration. The suggestion regarding the Chinese, it is thought, is made of Sir H. CampbellBannerman probably retaining the voters on a basis of representation, and indicates that the Boers foresee the country s verdict, and as a Referendum i» an impossibility, they wish the British- Premier to take a decision checking the colony's prosperity, and, therewith the growth of "the British population.
