THE CHINESE QUESTION. London, February 13. The Daily Chrouicle status that the Government semis a commission to investigate the Chinese question, and report in respect to the Transvaal Constitution. Mr Steyue (ex-President of the Orange Free .State), writing to Mr W. T. Stead, stales I hut the Boers expected a Liberal Government would give complete responsible Government, not on the basis of one vote one value place the Dutch and English languages on an equality, fulfil all the obligations of the Yereenuigiuu' Convention, and then leave the country severely alone. The Liberals must also redeem their promise to take the Chinese out of the : country. It was not fair, to shelter themselves behind the so-called local legislature.
