CONTINUITY OF POLICY. URGED. . -London, February 12. The Times, recalling the interaction of the Transvaal question and the native question of 1877-1881, says : "The Natal incident strengthens Mr Lytteltou s appeal for continuity of policy aud his warning against vacil lation." Capetown, February 12. Mr Smuts is starting homeward. He declares he is convinced the Government is mindful of the interest of all in the Transvaal, and will do nothing to favor auy section.
