The late Government adopted a system, after many months of free discussion, iind the Transvaal showed that the general opinion of the community and parties, while sharply differing on other very material points, Vre here agreed. No petition against the principle had boen presented, and no whisper of criticism offered in the House of Commons during the debate on July the 9th. On the contrary Campbell-Ban-u'rman distine'ly apnroved of the electoral basis.
