HIS IDEA OF 'LEGAL PUNISH. MENT.' AN UNFOHTUNATE POLICEMAN deceived I, 4.29 p.m. Peki.v, February 3. A Chinese policeman in the employ of the British Municipality at Tientsin, while enforcing traffic orders on tho occasion of the visit of Yuan-Sbih.Kai, Commander-in-Chief of the Army and Navy, lightly touched an out-sider with his baton. Tho Municipality, wishing to avoid another Shanghai incident, apologised and handed the policeman to the Chinese, conditional on bis being lightly punished. The Chinese inflicted a thousand blows with a bamboo, and sentenced the unfortunate policeman to three years' imprisonment with hard labor.
