THE "TIMES" ON THE I'HOI'OSALS. THE MOTHERLAND AND. THE COMMONWEALTH. Melbourne, January 31. The "Times," commenting on Mr Deakiu's proposals, trusts llml the pro- ] visions will be liberal and effective. Population of tlic rifiHt sort must be a valuable asset. It was creditable to Australian statesmanship that this truth had been firmly grasped, all parties recognising that population may hereafter prove essential, besides their welfare, for the defence of the colonies. The allegation that one of the barriers to a free How of immigration is prejudice in the Motherland, encouraged by the " Times' " and " Economist's " Australian correspondents, is puerile, and not worth noticing, excepting that Mr Deakin complains that the Commonwealth is the victim of an unmerited calumny. Mr Deakin admits, with Mr Coghlan '(New South Wales' Agent-General), that Australians are largely responsible for the misrepresentations, which is another way of I'onfessiug that many do not approve of all the acts of their rulers. Mr Coghlan is nearer the truth in specifying that immigrants doubt the prospects of grants of good land. The " Times " adds that the jealousy of Australia towards Canada will be whokwomo if it can stimulate and encourage immigr.ition by the methods used by the Dominion. The Motherland love; all her daughters with an eipial love, and firmly trusts that all will workout in their own way the greatness which is also hers.
