THE COMING CONFERENCE. run PRESS ASSOCIATION. Wellington, January 30. Interviewed by an Evening Post representative ou the forthcoming Universal Postal Congress, Sir J. G. Ward said that among the more important proposals was that submitted by liiin to reduce the postage on letters to all I places within the union to a penny for each i oz. The whole Anglo-Saxon world may be expected to support this proposal for universal penny post. New Zealand will also propose that the poslage on printed matter and newspapers of all kinds be reduced from a half-penny every 20/,s. to a half-penny every 4ozs., and will claim strongly the right of New Zealand to have a vote in the Union instead of sharing one with Australia. He will support a reduction of transit on mails. Sir Joseph thinks the Congress may approve some form of reply post-card, and lie will put before the Congress a scheme of some merit by C. H. Shattky, of Hastings. Regulations are needed to deal with the expansion of picture post-cards. New Zealand will support Switzerland's proposal that the minimum poslage on commercial papers be reduced from iJAd for the first 2i)j/. lo Id, and will also favour reasonable modification of sunn'" post regulations; also to prihilul llie transmission of articles of sdeiblc value, and will strongly support the right to prohibit transmission th/ough the post from outside countries of circulars relating lo gaming anil lotteries which we prohibit in our own country,
