THE PROGRESSIVES' CONSTITUTION. Received 28, 1.19 p.m. Capetown, January 27. At a meeting at Pretoria representing fifty branches of the Progressive Association, considering the approaching granting of rcsponsiblo Government, upheld one vote, one value; single member constituencies; equal electoral districts on the basis of voters, and automatic redistribution, as the fovr cardinal principles of the constitution. Loximx, January 27. The " Times" says it appears the Transvaal is to have responsible Government; without the transition stage of representative Government.
