Voters in all parts of Russia are profoundly disinclined to register tlieir votes for the Douma, owing to the Government preventing an electoral campaign ami to the prevalence of repressive measures. This indifference is specially marked at Moscow. In Odessa, high bureaucratir circles arc freely discussing llie definite postponement of (lie Douma. Loxnox, January 21. The " Times' " St. Petersburg correspondent says that the Czar intends to grant political amnesty to all, except to those persons who are found in possession of explosives.
