BRITISH POLITICS.
THE PREMIER'S ADDRESS To' HIS CONSTITUENTS. , Received 8, 9.51 p.m. London, January 8. Sir H. Campbcll-Bannerraau's adAxe»% to his constituents declares that "Tiis predecessors bequeathed to the new Government an absolutely appalling accumulation of public mischief ' »td confusion. After four years' costly experiments to demoralise the regular volunteers, he said his predecessors re- i signed while they were still groping for j the true principles of army reform. ( ""Their fiscal policy was only a fairy ] *tory, and one fraught with incalculable ! mischief to the Empire. I Sir Henry condemned what he des- i eribed as immoral and oppressive policy i of protection. An empire united on a basis of food taxes would be an empire irith disruptive force in its centre. . Mr Balfour's minor fiscal policy, he —continued, occupied only a nominal place. It was Mr Chamberlain's larger policy that must be fought. The Liberals advocated peace, economy, self-government, civil religious , liberty, social reforms, and substantial tontinuity of foreign policy. MB CHAMBERLAIN SPEAKS. Received 8, 11.3 p.m. London, January 8. Mr Chamberlain, speaking at Birmingham, declared that free imports were the enemy of Trade Unionism and general commerce. The protection of labour was just as much opposed to Free Trade as was the protection of goods. PRESS COMMENT. . London, January 8. The London "Times," commenting •on the absence of a disclosure of a / policy in Campbcll-Bannerman's elcc. ( tion address, states that he is evidently 1 determined to keep an absolutely free M hand, in order to apply liberal prinf ciples in any direction, and in such measure as expediency dictates.
