The I'l'eights Conference found that rebates gave a monopoly in tiie carrying trade between Britain and South Africa, thus the British manufacturers are deprived of the advantage of an open market in freights. The trade has been driven to the l-uited States, whence freights are lower. fhe draft of a Bill lias been submitted to the Imperial (iovvrnnient showing the basis of the proposed legislation in South Africa. It protects small and prohibits rebates in rates, and freight, and discrimination in any form.
