SPEECH BY MR BALFOUR.
GOVERNMENT POLIO Y CON DEMNED. (Received Dec. 27, 9.22). Londojt, December 27. Mr Balfour, speaking at Hadding'j ton, and criticising Sir Henry Camp-bcll-Bannerman's pledge to reduce the J cost tuid magnitude of British armaments, declared tliat such a course was perfectly impossible. As Sir Henry had not had time to determine what defensive forces were necessary in view of the responsibilities of the Empire, his pledge could not have been given with knowledge, but was a mere echo of Radical platitudes, J carrying no authority. The Government's policy, said Mr Balfour, whether regarded from an Imperial side, or from the point of view of those interested in the maintenance of the United Kingdom, or from the standpoint of fiscal reform, was utterly unworthy of Unionist support.
