. ♦ THE CHIEF POINTS. Received 17, 4.14 p.m. Pekin, December 16. Tho chief points in the Japanese treaty with China arc: Leases of the Kwsuitung Peninsula, which will expire, in 1923. China ultimately repurchases the railway. Japanese Consulates to bo established. Garrison guarding the railway to be stationed at Niuchwang, Mukden, Antung, Kiriu, and Shangtung. Customs to he restored to China.
