ANARCHY AT RIGA. ARMING POLICE AS TROOPS. Received 17, 'l.ll p.m. St. Peteusbuho, December 16. The Government at Riga telegraphed ttat strong reinforcements were imperative. TLo warships at Libau have beon ordered to Riga. In anticipation of tlio rising on January 22nd, authorities at St. Petersburg are adding 1000 police, and intend arming and employing the police as troops. THE CZAR UPHOLDS HIS MANIFESTO. ADVICE TO REACTIONARIES. Received 17, 0.37 a.m. St. Peteusbukq, December 17. The Czar, when giving audience to a deputation of Reactionaries, said his manifesto was complete and deliberative, expressing his inflexible and unchangeable will. He urged them to co-operate in pacifying the country and realising the reforms.
