LORD ROSEBERY SATISFIED. A. HOME RULE BILL UNLIKELY, THE FISCAL QUESTION. Received 12, 9.35 p.m. London, December 12. Lord Rosebery, addressing the Liberal Loague in London, applauded the constitution of the Government. He said that he adhered to every word of his Bodmin speech, and that no man outside of a lunatic asylum Relieved a Home Rule Bill would be introduced in the next Parliament-, tlie more so since, if Sir H. Campbell-Bannerman said bo, his Irish policy must be explained during the elections in clear, unambiguous terms. Mr Asquith's, Mr Haldane's, and Sir Edward Grey's presence in the Cabinet was a guarantee that Sir H. Campbell-Bannerman's Stirling speeoh would not bo carried into execution. " When thoy left," said Lord Rosebcry, '• lot the Government look out for squalls."
Lord Rosebery said he hoped the electors would give the Government an overwhelming majority, rendering them absolutely independent of the Nationalists. He also hoped that the verdict would be final and overwhelming on the question of Free Trade or Protection. CANADIAN OPINION. Received 12,10 p.m. Ottawa, December 12. The Canadian press concedes that Sir H. Campbell Bannerinan has formed an unexpectedly strong Ministry. FRENCH OPINION FAVORABLE. Received 12,10 a.m. Pabis, December 12. The new British Government has producod a dccidodly favorable impression here, especially the inclusion of Sir Edward Grey. JOHN BURNS AS A MINISTER. London, December 11. "The Times" says that* Mr John Burns' administration will be watched' with anxiety, lest it promote more municipal meddling. The best points about tho Cabinet are tho allotments of the Foreign and Colonial Offices. Lord Elgin's record has been perfectly free from partisan speeches. SEALS OF OFFICE TRANSFERRED. The seals of office have been transferred.
