Disaffection is rife amongst the garrison at Kara. - The troops at Bt. Petersburg (K- -- mand changes involving a complete remodelling of the conditions of service. llanchurian troops declare it is impossible to exist on tbo peace pay and rations. The University at Odessa is rlnsi4 so as to prevent officers »ml \soldiers holding revolutionary meetings. The peasants' revolt is extending tp the Dullic l*roviuces anil Southern Russia. Numbers are forming unions, raising a cry for land ami corn. They threaten to take land by force, cease jMft'iog taxes, ami exterminate all rural authorities.
