Britain's Foreign Policy.

Lord RTsebery, in a speech at Falmouth, sai.l lie adhered to his previj oos views oil the Anglo-French agreement relative tj Morocco, but denied being a Germanophilc. He was just U much a friend of Germany as of France, as well as of «very civilised Christian country, but when a conflict arose he would be a friend of no Bower but Britain. If he had any predisposition for any other country it was for France. He rejoiced at the gracious tone of Lird Lansdowne's speech (cablet on Nov. 7), extending his goodwill to every nation in E iropj. Lord Rosebery's references to Germany have bitterly disappointed the Perlin newspapers. Other Liberal leiders' approval of Lord Lansdowne's policy are quoted so as to emphasize the continuity of policy.
