Mr Pointer added that the Chief of tfife General Stiff must have absolute power over all officers of the (ientr.il Staff. He must he the sole adviser of the Secretary of State on all nutter* of strategy and military operations, aud bis position will ultimately be so important that it may cause the necas*ity to extend his tenure of office beyond that provided by the present regulations. He concluded, on behalf of the Council, by ordering General Lyttelton to immediately adopt the steps indicated. The Times says that a thinking and controlling brain as emlwdied in the General Staff about to be realised is perhaps the most important of all Army reforms.
