The Fleet Means Business. (Received Nov. 17; 10.2 p.m.) CONSTANTINOPLE, Nov 17. Admiral Ripper, of the Austrian navy, commands the European naval squadrons of the fleet assembled at the Piraeus. He will first sie/.e the harbour customs at Mitylene, then Tenedos, and finally the Dardanelles, unless the Sultan yields to the demands of the Powers.
