It was a i.oovl treaty viewed from th'. fact that we did not take any territory and insisted on an open door. The situation while it lusted w;ys for good, provided tin' enormous problems were worked and adjusted by the (lovernmenl or their successors with sanity, moderation, and nicety. Whatever else' ;it did. the treaty would; facilitate -an understanding with Hiissiu. He was not sure that it would calm the restless and, lidgcly minds in India. The moving phase of the general election would not be Imperialism! or militarism, but social reform.
