Britain's Foreign and Colonial Policy.
A Prominent JJbenl's Views. (Received Oct 22, U. 57 a.m.) LONDON, Oct. 21. The Kight Hon. Hir Kdward (Jrey (cx-Cmler Secretary J'or Foreign Alfairs), in a speech in the City, said that the growing friendship between Britain , and America, the :Alliance with Japan, and the French agreement were thsee cardinal features of the foreign policy which the Liberals did not wish to) see changed. They must remember that they could not make new friendships by backing out of the old. He anticipated improved relations with Russia, advocated a better understanding iwith Germany without 'impairing; fur relations with France,, audi urged a continuous policy. ~ Ho considered, the war might not have ended now unless'the alliance 'hart .'boon renewed. Failure to renew, would have been an example of fickleness (and folly, exposing'us to universal distrust. (The Alliance , was essentially 'defensive and pacific. ' The next House of Commons would) not ,'be one which would support any, Government! in which there was a weakness with, regard to the Alliance. He added that the Colonial Conference ought to he tree and unfett.eitd ;,also that on all sides H should be representative and candid, 'The present Government were not, he considered, in a position to be representative, and he) doubted their having courage to be candid.
