Balkan Outrages.
Bote by the Powers to the Porte. Constantinople, Oct. 10. The outrages committed by Greek bands to -coerce Vlach peasants in Macedonia into accepting Hellenization has irritated Roumania, who is commencing commercial reprisals ou Greece. The Powers have issued a note informing the Porte that they are unable to modify the demand for international control in Macedonia. Their agents will arrange preliminaries.
