0 Tlio governors of Busßian districts, the police, and other functionaries have been ordered to abstain from in--' torference in the Duma elections. A Finnish address has been presented to the Czar, appealing for the preservation of the principles established in the Grand Duchy by the Emperor Alexander and assuring him in that case that the people's loyalty and love will be as of yore.
