The newspaper Novoe Vremya says that any rapprochement between Russia and Germany might prove disadvantageous, because it woidd merely increase their fear and solidify tlie Anglo-Japanese alliance. St. Petersburg, Oct. 0, Count LamsdorfF, Russian Foreign Minister, is proceeding to Berlin and Paris to discuss the new relations with Germany and strengthen the ties between Russia nnd France.
