British Naval Bases.
Singapore to Be Enlarged (Received Sept. 25, D.50 p.m.) [ LONDON, Sept. 21. It has been known (or some time that a re-arrangement of the naval bases in various parts of the world has been contemplatcJ. The importance of Wailiaiwei has steadily declined, and attention has reverted to Singapore, Mr Ballour states that the Committee of Imperial Defence has planed an enlargement of this base. Some assert that it is part and pareel of an Anglo-Japanese scheme lor joint and mutual protection. Sir i'-dwarrt ttoyle is arbitrator for liw } vendors, namely, the Taujong Pogar Decks Company; Mr Robert Inglis is arbitrator for the Government ; and Michael Hicks-Beach, wlid js umpire, is now at Takla awaiting the npcning of the arbitration at Singapore. Lord Robert Cecil is counsel for the vendors, and Mr Dalfaut Browne counsel for the Government
