Mr ArnoW returned thanks briefly .■ He said that twelve months previously very little attention had been paid to early closing, the discussion $CTng Confined to shop assistants' hours. Since then the attention of Parliament and of the country had liwn directed to the yjJestiori of early Closing, and tho general opinion was ihat long hours wro not desirable Irom any pomt of view. To avoid ghem, legislation in tho direction of early closing was necessary. The Bill, as it had left tho House, was aotirdy in favcur of the small employer as against the shopkeeinr "who employed labour, and that mast 'teU agonist tiro i employee.
