Preference and Retaliation Condemned. (Received Sept. 7, 9.3'J p.m.) LONDON, Sept. 7. The Hqiilcy Congress of Trades Unions, by a vote representing 1,253,000 against 20,000 members, condemned protection aird approved of free trade. It was considered that preference and retaliation would prove a hindrance to international progress and peace.
