The Chronicle approves the treaty as being simply defensive, while the otter newspapers argue that there are few partners with whom wo would so willingly run risks, if risks there be. The Post states that the ratification is absolutely assured. The German newspapers comment ill-humouredly, and revive the outer* o( the yellow peril, and that Great Britain is entering into « combination hostile to Europe. The Times' Berlin correspondent says that to the relaxation of Germany's pressure on Franc* is due the prospect of the restoration of Russia's weight in the European balance. BiSIS OF ALUAMCE BROADENED. , Joint Protection of Interests. & Powerful Guarantee of Peace(Received Sept. 2, 1.3 a.m.) LONDON, Sept. 1. Lord Lansdowne (British Foreign Minister) and Baron Hyashi (Japanese Minister in London) signed the new treaty-alliance on Aug. 12. The Times says the terms have Leen broadened on their basis, and that there Is an extended scope and duration of the alliance, and, while it is purely defensive, it will effectually secure the maintenance of the territorial status quo so as to provide a joint protection ol the interests of both partners against any hostile action on the part of one or more of the Powers. It is conceived in no aggressive spirit, directed to no aggressive purpose, and can but prove a powerful guarantee for the preservation of the peace of Asia, and, indirectly, throughout the world.
