THE CZAR APPEALED TORUSSIA'S OBSTINATE STAND
No Payment and No Cession,
(Received Aug. 25, 9.57 p.m.) LONDON, Aug. 25
Reuttr's Portsmouth correspondent reports that Mr Meyer had an audience with the Czar in pursuance of President Roosevelt's detailed Instructions.
After the result of the audience was reported there was considerable anxiety.
President Roosevelt on Thursday urgently made an appeal to both sides to refer the price of the Russian retention of half Saghalien to special Commissioners.
I Count Lamvdorff, on Thursday, authorised Reuter's correspondent to declare officially, in the most formal manner, that Russia would pay Japan no contribution, direct or indirect, nor make any cession whatever.
Concession as to indemnity Impossible. ! (Received Aug. 26, 0.28 a.m.) j WASHINGTON, Aug. 25. The Czar informed Mr Meyer that on the indemnity question a concession was impossible.
J The Japanese plenipotentiaries definitely affirm that the suggested Saghalien compromise was Japan's [Ultimatum. Upon one of them reading Count Lamsdoril's statement, he exclaimed : "Then the sooner we get away, the better. We have done all that was possible, and the world will do us justice." LONDON, Aug. 25. Thq Daily Mail's Portsmouth correspondent says impartial opinion is that Russia is still playing her old bluffing game.
