The Portsmouth correspondent ot the Times reports that the Japanese »re willing to forego the. demand for limitation ot the Russian naval power in the Far East, and probably for the interned warships, provided the Russians yield regarding an indemnity tad the surrender ol Saghalien. An exchange of views between Russia and Japan is proceeding with a view to a possible compromise, the Japanese going so far as to embody the matter ot Saghalien and an indemnity in a single proposition. The correspondent adds that reimbursement is more a question of amount than heretofore, and it is supposed the bargain may turn on repossession of Saghalien in whole or in part. (Received Aug. 34, 11.5 p.m.) WASHINGTON, Aug. 34. Bar on Komura (Japanese) introduced a written compromise, which M. de Witte described as an old enemy in a new uniform. It is understood that a hundred ud twenty million sterling was asked (or the purchase of half of Saghalien and to cover the cost of the maintenance of prisoners of war, wilh other features, including what was cabled yesterday. It is intended to spare Russia's susceptibilities.
PROSPECTS HOT IMPROYED. The Cur's Instructions. Peremptory and Unyielding. Japanese Consider It Hopeless. (Received Aug. 21, 11.5 p.m.) 1 LONDON, Aug. 24. The Times' Portsmouth correspondent reports that the prospect of peace has not improved. He declares the payment has not been made easier by disguising that it would be used as purchase money lor an Island belonging to Russia. The correspondent adds that the latest instructions from St. Petersburg, which, however, are not final, ate peremptory and most unyielding. The Japanese, on their side, use the word "hopeless." They do not expect a favourable answer, and have no new proposals to offer.
