Tbe protocols arc as yet incomplete, and tiie Conference has been postponed until to-day. It is understood the real reason lor adjourning is that M. de ffitte tus not received final instructions. PARIS, Aug. 23. Le Tempi' St. Petersburg correspondent reports that the Council o! Empire, by a slight majority, resolved ifl lavour of peace, and ordered M. de Witte to make fresh proposals regarding indemnities, but not to conclude an unlavourable peace, inasmuch as the Army is assured o( victory, LONDON, Aug. 23. Reulet's St. Petersburg correspondent reports it Is positively affirmed by tbe Foreign Office, in reply to inquiries, that Russia will under no circumstances pay a large indemnity.
