LORD CURZON'S RESIGNATION
LOPB MINTO SUCCEEDSThe OffieUl Correspondence Published. (Received Aug. 21, 11.9 p.m.) LONDON, Aug. 21. It is officially slated thai Lord Minto succeeds Lord Curzon as Viatoy of India. A Blue Book dealing with the Indian Army reveals that Lord Curzon tendered his resignation in June, and that the differences were renewed when he recommended General Barrow as first military member o! the Council. The nomination was overruled, practically on the ground that the post should be filled by an bfflcer less distinguished in the combatant .branch, and therefore less likely to bo at varianca with Lord Kitchener.
Right Hon. St. John Brodrick, Secretary lot India, explained that some authorities preferred an officer with some technical experience to enable him to supervise the manufacturing departments, and he suggested that Lord Curzon consult Lord Kitchener in the selection. The Viceroy declined to do so; declaring that the Government denied him that confidence without (which he was unable to act to advantage as head of the Indian Government. He therefore again resigned, and strongly complained of the system tending to concentrate all military power in the hands ol the Army, and so reduce the Military Supply Department to impotence. He construed the Cabinet's decision as a proof that the policy of the Home Government regarding Army administration differed fundamentally from what he thought had been agreed upon with the Government of India.
Tbe bulk of the papers re-echo Mr Balfour's sincere regret at the resignation, and pay a high tribute to Lord Carton.
