Germany's Powerful Weapon.
Hundred Per Cent. Surtai. (Received Aug. 18, Midnight.) WASHINGTON, Aug. 18. The Department of Commerce, in Hie preface to a translation of the' German tariff, emphasises tho powerful weapon given to Germany in the 100 per cent, surtax on imports from countries discriminating German ships and products.
