An Imperial ukase authorises the Russian internal loan at five per cent of twenty millions, drawings for redemption to be yearly, beginning in November, A sinking fund is to be established.

GEHERALS MEMORALISE THE MIKADO A (Ming Blow Should be Deliwed Stronger Peace Terms. (Received Aug. 19, 0.4 a.m.) LONDON, Aug. 18. General Oyama and all generals at the front memoralised the Mikado to the, effect that the Japanese forces are anxious to deliver a crushing blow, and that stronger terms of peace ought to have been imposed.
