YOUNG MEN ABD A GIRL IMPRISOHEI UNIVERSAL SUFFRAGE DEMANDED. An Upheaval Beyond Control. St. PETERSBURG, Aug. 16. A Court-martial at Odessa sentenced two young men and a girl lo 20 and 13 years' penal servitude respectively, lor keeping explosives. Peasants in the Courland district sacked 22 municipal buildings, destroyed documents and ' conscription lists, and took all Hie money lielongng to the State. Peasants in Lavonia invaded many estates, and killed three of the owners. (Received Aug. 17, 8.57 p.m.) St. PETERSBURG, Aug. 17. The Moscow Congress of the Peasants' Union, in which 200 memhers from all parts of Russia took part, adopted resolutions demanding universal suffering to both sexes ; regular Parliaments with power of initiating legislation ; controlling the national finances ; supervising the administiation ; utilisation of monastery lands for purposes of peasant proprietorship; compulsory and Tree elementary education ; non-compul-sory religious instruction ; and the secularisation of schools. The whole movement is described as a universal upheaval beyond the control of the authorities. OFFICERS PAY THE PENALTY. (Received Aug. 17, 9.54 p.m.) St. PETERSBURG, Aug. 17'.
