Mt Smith, the employees' representative on the Arbitration Bench, refused to sit, owing to the alleged insanitary condition of tic buildings. His action caused a deadlock. till this mowing, when the Judge announced that as Mr Smith stiH declined, he, with the consent o( the parties, was willing, in his private capacity, to act M arbitrator, Both parties agree? to honourably;, abide by Judge Heydoo's decisfon.
