Tacahira are less comprehensive than those of M. de Witte and M. Rosen, it is supposed the Japanese are keeping the conference alive until fresh instructions are received. TOKIO, Aug. 13. ■ Newspapers at Tokio are not hopelul as regards peace prospects and advise the nation to turn its eyes from Portsmouth to Manchuria.

WASHINGTON, Aug. 14 M. Be Witte's reply urged that Russia's unpreparedness before war was proof that the war was not intended. Russia was not responsible for the war, b«ce she was not responsible for the expenditure. On the same* grounds she resists the cession of territory. Though she suffered reverses she was not vanquished, and she was able, if necessary, to continue the struggle. Russia desires peace now, as she did before the war, but it must be honourable. LONDON, Aug. II The Times says it is infatuation or calcuhtted bluff for the Russians to proclaim that the Japanese arc mistaken when they Imagine their opponents are Jieaten. The Russians may deceive others; tbey cannot hope to deceive the Japanese. Commenting on the statement that M. de Witle complains of the Japanese resolve to maintain the secrecy, of proceedings, while Russia is burning to take the whole world into her confidence ami make the world the judge, the Times adds that Japan adheres to the original arrangement she, at President Roosevelt's suggession accepted ; moreover, she insists she is negotiating With Russia, and Russia alone.
