British Parliament Prorogued
The Speech from the Throne. (Received Aug. 13, 4.30 p.m.) LONDON, Aug. 12. Lord Halsburv, Lord High Chancellor, read the Speech from the Throne at the prorogation ot Parliament. The speech mentioned the conference meeting on the question ol the introduction of much-needed reforms iii Morocco, and the Scandinavian crisis, expressing the hope that Wise moderation would solve the difficulties. It also referred to tho arrangements in connection with the defences of Halifax and Esquimau (Canada), and the treaty with the Ameer of Afghanistan. It was announced that the Transvaal representative Institution would become operative as soon as all the electoral arrangements were completed, and his Majesty trusted all sections would unite in exercising tlic large measure of; political power thus conferred on the Parliament.
