The Imperial Government had for some time past Ikx-ii in communication with the French Government on the subject, and was doing its utmost to expedite negotiations. The Government majority on the Naval Works Bill Was upwards of a hundred, The Unemployed Workmen Bill was read the third time, and the Government has accepted Mr Lloyd George's amendment allowing towns ol ten thousand inbtfritants to enforce the measure. The House of Lords read the Unemployed Bill tlx first time andthe Scottish ChurduM Hill Hie third time. i Demonstration in Finland. Trials for Political Offences To be Held by a Military Court. (Receifwl Aug. 8, 11. H p.m.) St. PETERSBURG, Aug. 6. Twenty thousand at Helsingfors (Finland) demonstrated against the proposed transfer of trials of political offences from tie local authorities to the Russian Military Court.
