The Moroccan Conference.
A French Protest. (Received Aug. 3, 0.51 a m.) LONDON, Aug. 2. The -United States and Portugal send representatives to the Moroccan Conference. Herr Tattenbach, German Envoy, is trying to obtain the contract to lay the cable from Tangier to Mogason. Le Temps protests that Herr Tattenbach's activity is at variance with Germany's formal promises.
