The Council proposes to pledge as security for the loan of £SOOO and the interest thereon a special rate of one penny hnlf-pcnny (lid) in the £ on the rateable value (|<m the basis of the annual value) of ail rateable property wlthiin the Borough and its revenues, rents, tolls, issues and profits, with the exception of nil lands taken, acquired, or used for .1, public, abattoir, and all buildings, erections, structures and appurtenances now or hereafter thereto belonging, and the revenues, rents, tolls and profits thervfrom, and also excepting moneys received or receivable by way of grant from the Government.
