REFORM IN RUSSIA.
PROPOSED NATIONAL ASSEMBLY i LIBERAL FRANCHISE. (Received July 31, 9.7 p.m.) St. PETERSBURG, July 81. Order has been restored in the Nijtnovgorod district. (Received July 31, 11.4 p.m.) The scheme of the Ministers for a National Assembly only excludes from the franchise soldiers and persons under the age of 25, foreigners and women. There arc two classes of electors, the first comprising owners of land and houses exceeding in value 3000 roubles in Moscow and St. IVtersburg, and 15U0 roubles in other large towns, and the second comprising holders of industrial and commercial patents, tenants paying a residential tax of 3 roubles annually, j For the country, as distinguished from those in the large towns, each proTincewill elect members of the Assembly, the voters comprising land owners, and the electors in the smaller towns peasants.
