Tragic End of a Debate.
The strike of Hie Ivasl Ham Borough Council (London) against the enforcement of the Education Act as just ha.l a tragic sequel. On May 1!) the council had a private ession lasting an hour and threequarters. It is understood that Mr Sinclair, the member for the division, brought an indirect promise irom Mr Balfour (sent in a letter io limsrlf) that if tlie Council would withdraw their proposed strike the Government would receive a deputation to consider tlie whole question. Several of the Councillors were unj willing to accept this indirect message, and a long argument ensued. At a quarter to eight the Council came into public meeting, and Mr | Effingham, who on April 18 had moved the resolution calling the strike, spoke. Looking somewhat pale, he in a quiet voice declared that, in view of tlie assurances (hey had received that the Government would deal with the matter, their resolution should now be Fescinded. Titey had bee# forced to act because the Government would take no notice of them. The speaker linished rather suddenly, ami a lew minutes (later walked out of the room A hot debate began. "If Wc backdown now. sir, we shall be the laughing -tfK'k of all England," jsaid one. The controversy was interrupted by a all lor a doctor, and a moineni lat--r a member rushed in excitedly. "He cannot speak ' 1 cannot lev] his pulse he cried. The controversy was in a moment forgotten, and all moved to the door. But Mr Kffingham Was already dead.
