Tbe newspaper Novosti states that the Emperors' meeting probably solved the question as to whether the Kaiser will continue hostile to Japan or exploit the Yellow peril to tbe benefit ol German interests, THE FRENCH VERY SUSPICIOUS (Received July 27, 0.10 a.m.) St. PETERSBURG, juiy 26. It is believed the Kaiser planned tbe meeting with the Czar in order to influence the latter in connection with the internal affairs of Russia. LONDON, July 26. The French are decidedly suspicious of the Kaiser's motives. The reception by M. Rouvier •(French Foreign Minister) oi M. de Witte is reported to have been cool.
