, SYDNEY, July 25. It is reported,that a proposal i» afoot to ostablish a German penal settlement on tjae Admiralty Islands. Long term prisoners will be sent from Germany, and on completing their sentences will bo glvqtt grants of land to enable them to become colonists. Bcsidents of the German Archipelago are strongly opposed to wis,, and a representative public uoeU ctg decided to forward a protest to tho German Government-.
