Sir,—Reports are current that the Borough Council are at enmity with (he builders and contractors over the arbitrary nature of Ihe conditions of contract attached to the specifications for the proposed power house, and that although the. Council promise?! to attach an arbitration clause, this has not been done, ami has caused such indignation that only one tender has been received. I would like to know, if there is any just reason why redtape should be used to suit any one person at the expense of the ratepayers of the town. It seems very patent that if the rumours are true either the Councillors are not sincere in their promises to deputations, or else through wank ol attention their resolutions are ignored. Thanking you in anticipation, I am, etc., AN INTERESTED RATEPAYER.
