ZEMSTVOS' CONFERENCE. THEY DEFY SUPPRESSION. THE CZAR AGITATED. (Received July 18, «.28 p.m.) St. PETERSBURG, July 8. The Governor of Moscow assured the organisers of the Zenistvos' Congress that the police interfered without his knowledge. He appeals to the St. Petersburg,autborilies to permit the Congress. Great importance attaches to this week's Congress of Zrmstvos ar..l to a simultaneous conference of commercial men to be held at Moscow, Both intend criticising and denouncing M. Buliguiue's project of reform as insufficient. They will censure the Government for delaying the granting of elected representatives of the nation. The organisers have defied intimidation, alleging that 311,1)0(1 delegates are too strong and influential to be suppressed. Possibly the Czar will hurriedly proclaim M. Buliguine's scheme, and so anticipate the Conference's criticism.
